Deputies say a search after a crash led to weapons, stolen items and a notebook.
STAFFORD COUNTY, Va. — A hit-and-run report led Stafford County deputies to arrest a 19-year-old man and a 17-year-old accused of plotting to kill the younger teen’s parents, authorities said.
The case began June 16 near Austin Ridge Drive and Cabinet Maker Drive, where a vehicle reportedly went off the road, struck a speed limit sign and left. Deputies later found the vehicle at a Wawa on Garrisonville Road.
Authorities said Louis Conely, 19, of Stafford, and the juvenile were detained after deputies found stolen alcoholic beverages and food. Investigators said the food came from a nearby Buffalo Wild Wings. A deeper search of the vehicle led deputies to opened alcoholic drinks, medical items, multiple knives and a notebook that described a murder plot.
Stafford County Sheriff’s Office spokesperson Jackson Arnold said detectives “immediately jumped into action” after the notebook was found. Charging documents say the two had discussed plans through text messages since April, including how to enter the home, avoid cameras and decide whether to use a gun or a knife.
Investigators said the plans targeted the juvenile’s parents. Court records cited by investigators say one version of the plan involved killing one parent and blaming the other, but authorities said the juvenile wanted both parents dead. Officials have not released a motive.
A search of the juvenile’s bedroom later turned up BB guns, edged weapons and archery equipment, according to investigators. Authorities said those items matched weapons discussed in the alleged plans. The parents were not injured.
Conely was charged with two counts of conspiracy to commit murder, two counts of felony threats in writing, petit larceny, unlawful purchase of alcohol, drinking while operating a motor vehicle, contributing to the delinquency of a minor, possession of a Schedule IV controlled substance, hit-and-run and reckless driving.
The 17-year-old was charged with two counts of conspiracy to commit murder and one count of felony threats in writing. Conely was held without bond at the Rappahannock Regional Jail. The juvenile was held at the Rappahannock Regional Juvenile Detention Center.
Conely’s parents described him in a bond request as gentle, creative and musically engaged. He was expected to appear in court later this week as the investigation continued.
