‘I Rape Little Girls Like You’: Ex-Councilman Charged

Restaurant employees contacted police after disturbing comments allegedly made by former Mobile Councilman William Carroll during an Oct. 14 encounter.

MOBILE, Ala. — A newly reported 911 call provides a clearer account of how employees at a Mobile restaurant responded after former City Councilman William Carroll allegedly made violent and sexually disturbing comments that later led to two criminal charges.

The call was placed from a Hooters restaurant on Airport Boulevard on Oct. 14. Court records and a transcript reported by FOX10 News indicate a worker contacted authorities because of comments attributed to Carroll involving claims of sexual abuse of girls and killing people. The employee asked police to come to the restaurant and expressed concern about the behavior.

The employee told the dispatcher that a man inside the restaurant had made alarming statements to staff and that she wanted officers there quickly. The call shows employees were trying to keep the situation under control while waiting for police. The disturbing allegations contained in the call largely match statements later described in Mobile County District Court complaints.

When officers arrived, police said they issued Carroll a trespass warning and told him to leave the restaurant. He was not arrested at that time. Authorities later obtained a warrant, and Carroll was taken into custody Oct. 28, nearly two weeks after the initial police response.

Carroll, 56, was charged with two counts of second-degree making a terrorist threat. Court complaints allege he directed threatening and sexually explicit statements toward two employees. One complaint says an employee feared for her safety. The accusations remain allegations, and Carroll has not been convicted of the charges.

Jail records show Carroll was booked into the Mobile County Metro Jail shortly before 8 p.m. Oct. 28. His bond totaled $6,000, with $3,000 assigned to each charge. He was released after posting bond a little more than an hour after being booked.

Hooters said the employee involved reported the disturbing comments to a manager. The company said the person was asked to leave and authorities were contacted. In its statement, Hooters said employee and community safety is a priority and that support and security were provided to workers connected to the incident.

The 911 transcript adds detail to the sequence that began with the restaurant encounter and later produced the criminal complaints. It shows that staff sought police assistance before Carroll left the business and before prosecutors became involved. Police have said their investigation remains connected to the Oct. 14 encounter.

The case also involves a former public official. Carroll represented District 2 on the Mobile City Council during two separate stretches, including a term beginning in 2021. Published accounts say he served from 2005 to 2013 and again from 2021 until 2025, when he lost his bid to remain on the council.

Mobile County District Attorney Keith Blackwood has said his office will evaluate the case as it would other criminal matters. FOX10 News reported that the district attorney’s office will handle the misdemeanor case because Carroll previously worked for the city. Carroll declined comment when contacted by another local news organization, and FOX10 News said it was awaiting a response from his attorney.

Court records show Carroll is scheduled to appear for a hearing Nov. 12. Until the case is resolved, the allegations contained in the complaints and 911 records remain unproven in court.
