Madison, Wisconsin – The warden of a troubled Wisconsin prison is set to resign this month amid significant challenges and ongoing federal investigations following multiple inmate deaths.
Randall Hepp, the warden of Waupun Correctional Institution, announced his retirement recently, highlighting his decision in an email to prison staff. He expressed his belief that stepping down will benefit the institution and noted progress in enhancing safety measures within the prison.
Brad Mlodzik, a former deputy warden at Waupun, is expected to assume the role of warden as of June 30. The Department of Corrections in the state has faced a shortage of guards, resulting in lockdown or “modified movement” measures being implemented at multiple facilities, including Waupun, Green Bay, and Stanley.
Inmates at Waupun filed a lawsuit last year, claiming that the conditions in the prison amounted to cruel and unusual punishment. While some restrictions have been eased, including the introduction of electronic tablets for inmates to communicate, there are lingering concerns about visitation and recreational opportunities.
Reports emerged in March that federal authorities are investigating a possible smuggling operation involving employees at Waupun Correctional. The investigation has led to the suspension of at least 11 prison employees, with allegations of prohibited items being brought into the facility.
Since June 2023, four inmates have died at Waupun under various circumstances, including suicide, overdose, and medical issues. Investigations into these deaths, as well as allegations of inadequate mental health care, are ongoing. Hepp, who started his career in the prison system in 1984, has faced immense challenges during his tenure as warden, culminating in his decision to retire.
The succession of Mlodzik as the new warden signals a transitional period for the troubled prison as it grapples with safety concerns, staffing shortages, and ongoing federal investigations. The developments at Waupun Correctional have drawn attention to the broader issues within the state’s prison system, highlighting the need for reforms and increased oversight.
