Madison, Wisconsin – Authorities in Wisconsin have announced charges against the warden and eight staff members of the state’s oldest maximum-security prison, Waupun Correctional Institution. The charges stem from allegations of neglect leading to the deaths of inmates in their care.
The warden, Randall Hepp, faces misconduct in public office charges, while the other eight staff members are charged with felony inmate abuse, with three of them also facing misconduct charges. Dodge County Sheriff Dale Schmidt, who led the investigation, criticized the prison’s operations as “dangerous and reckless” during a news conference revealing the charges.
The charges come after multiple inmate deaths, including one from dehydration and another that went undiscovered for at least 12 hours after suffering a stroke. Hepp, who announced his retirement before the charges were brought, could face up to 3 1/2 years in prison if convicted.
The Department of Corrections has launched an investigation into the prison’s operations, with Governor Tony Evers requesting assistance from the U.S. Department of Justice regarding contraband smuggling at the facility. At least 20 individuals are under internal investigation, with some on leave and others terminated or retired since the probe began.
Inmates’ deaths included suicide, overdose, stroke, and neglect leading to malnutrition and dehydration. The charges are predominantly related to the deaths of two inmates, highlighting instances of neglect and lack of appropriate care within the prison.
