Winnipeg, Canada — Authorities have issued a public safety alert following the release of 52-year-old Marcel Hank Charlette from the Headingley Correctional Centre this Tuesday. Charlette, who has a significant criminal history involving violent and sexual offenses, is set to reside in Winnipeg, heightening concerns among local residents about community safety.
Charlette has been known by various aliases, including Hank Marcel Caribou, Hank Charlette, Peewee, and Bald Eagle. His lengthy criminal record, dating back to 1991, includes a manslaughter conviction where a two-year-old child was killed. At the time, Charlette was sentenced to six years’ imprisonment.
His history of violence extends further with multiple convictions for assault. Notably, in 1991, Charlette was found guilty of assaulting a woman by punching her in the face. Subsequent convictions include an aggravated assault in 1996, where he brutally attacked another woman by punching and kicking her, resulting in a 42-month prison sentence.
Further assaults occurred over the years, with convictions in 2004 and two more in 2006. In a particularly heinous 2010 incident, Charlette confined and severely assaulted a random woman, both physically and psychologically. For this assault, he was sentenced to 10 years in prison.
As recent as 2021, Charlette was convicted for assaulting a domestic partner. He served 18 months for this offense, followed by a three-year probation period which includes stringent conditions like a lifetime weapons ban.
In terms of his probation restrictions, Charlette is forbidden from consuming alcohol or drugs, attending events where alcohol is sold, or possessing any violent pornography. He must also report any relationships with women to his probation officer and adhere to a nightly curfew from 9 p.m. to 7 a.m., with few exceptions.
Described as approximately five feet tall and weighing 123 pounds, Charlette has multiple distinctive tattoos, including triangles and teardrops around his eyes, lettering on his cheeks, numerals along his jaw, and various other tattoos covering his arms, back, and hands. He also carries scars on his right thumb and arm.
The Manitoba Integrated High-Risk Sex Offender unit, a cooperation between Winnipeg Police Service and the RCMP, issued the notification to allow residents to take appropriate precautions. The police have emphasized the importance of community safety while strongly cautioning against any vigilante actions against Charlette, which they state will not be tolerated.
