Floresville, Texas — Several months following a catastrophic gas explosion that razed a home and inflicted damage upon adjacent properties, residents of Floresville may soon receive financial compensation from the city. The incident occurred when a contractor for an internet communications company inadvertently struck an underground gas pipeline, setting off the destructive blast.
In a recent private meeting, the Floresville City Council discussed a conclusive report from the Texas Railroad Commission on the July event. Although the council has deferred a formal decision on compensation until January, they are considering reimbursements for residents whose homes were damaged or destroyed.
The fateful incident unfolded on the morning of July 16, as employees from C4 Unlimited were installing fiber optic lines. Nearby, CenterPoint Energy, the local utility provider, began investigating a reported gas smell along the 1600 block of H Street. A technician from CenterPoint Energy observed gas escaping from the soil at several locations, which triggered immediate evacuations by emergency response teams.
The situation escalated by early afternoon. “At 2 p.m., while the crew was excavating near what they believed to be an isolation point, the residence at 1605 H Street exploded,” stated the detailed report by the Texas Railroad Commission.
Emergency responders rushed to the scene to manage the aftermath, which left one house engulfed in flames and two others considerably damaged. Fortunately, no severe injuries were reported. The explosion caused an estimated $517,016 in damages, according to the commission’s findings.
Investigations further revealed that the explosion could have been prevented. The contracted technician had failed to accurately mark the underground gas line, leading to its rupture during the fiber optic line installation. Additionally, CenterPoint Energy faced criticism for not reporting the gas line damage promptly to the National Response Center, a delay that potentially exacerbated the situation. The event timeline specified that the line break was confirmed at 2:05 p.m., but it was not reported until 3:31 p.m.
As a consequence of these oversights, CenterPoint Energy was fined $27,500 and mandated to submit a corrective action plan to the state by December 19.
