Police activity surrounding an FDLE agent’s confrontation with a man prompted precautions at Jorge Mas Canosa Middle School.
MIAMI-DADE COUNTY, Fla. — A fatal shooting involving an on-duty Florida Department of Law Enforcement agent brought a heavy police response to a southwest Miami-Dade neighborhood Thursday and prompted a temporary lockdown at a nearby middle school, authorities said.
The shooting occurred shortly after 9 a.m. Sept. 17 near Southwest 157th Avenue and Southwest 140th Street, close to Jorge Mas Canosa Middle School. The Miami-Dade Sheriff’s Office said the incident began when a man approached the FDLE agent’s vehicle and struck a window. A confrontation followed, ending when the agent fired his weapon. The man killed was identified Friday as 28-year-old Daniel Thomas Shand.
The nearby middle school was placed on lockdown as deputies, firefighters and other law enforcement personnel converged on the area. School district officials said the precaution was prompted by police activity outside the campus and was not connected to an incident inside the school. The lockdown was later lifted.
The response temporarily transformed the surrounding residential area. Police tape restricted streets near the scene as investigators gathered evidence, and emergency vehicles filled parts of the neighborhood. Residents and drivers encountered road closures while the sheriff’s office processed the shooting scene. No threat to students or staff at the middle school was reported.
Authorities said the FDLE agent had been sitting inside his vehicle when Shand approached and began striking a window. After the agent stepped out, the two became involved in a physical fight, investigators said. Officials said Shand threw the agent to the ground and got on top of him before the agent fired. The agent’s identity has not been publicly released.
Cellphone video recorded nearby appears to show part of the confrontation in the roadway. The video shows two men struggling while vehicles remain nearby, and one man appears to force the other to the ground. A gunshot is heard later in the recording. The footage provides only a portion of the encounter and does not show everything that happened before the fight began.
A City of Miami police officer who happened to be in the area and Miami-Dade deputies provided emergency aid after the shooting, officials said. Miami-Dade Fire Rescue responded, and Shand was pronounced dead at the scene. FDLE said the agent sustained minor injuries and was taken to a hospital for treatment.
The sheriff’s office Homicide Bureau is investigating the fatal shooting at FDLE’s request. That arrangement places the criminal investigation with an agency separate from the FDLE agent involved in the shooting. FDLE said it plans to conduct its own administrative review after the criminal investigation is finished.
The agent was placed on administrative leave, which FDLE described as standard procedure. Officials have not said why the agent was in the neighborhood before the encounter, what caused Shand to approach the vehicle or whether investigators have additional video showing earlier moments. No final determination about the use of force has been announced.
By Friday, the school lockdown had ended and the immediate law enforcement response had cleared, but the investigation continued. Authorities had not announced a timetable for releasing additional evidence or findings in Shand’s death.
