232 Police Visits as Shakopee Neighbors Clash

SHAKOPEE, MN – A year-long clash between neighbors in Shakopee has become an expensive headache for the city, with local authorities caught in the middle of a civil dispute that’s costing taxpayers significantly. The conflict centers on a shared driveway divided by an antiquated property line.

The dispute began with mutual accusations of obstruction and has since devolved into a series of provocative acts. Juan Salas and Jessica Kyle, the neighbors involved, have each taken steps to irritate the other. Salas has posted signs with inflammatory messages, while Kyle denies any wrongdoing, further fueling the discord.

Both parties have provided videos and images to support their claims, creating a back-and-forth of allegations. Restraining orders have been filed and violated, according to police, who find themselves repeatedly responding to calls from both sides.

In the past year, police have visited the properties 232 times, more than any other location in Shakopee. The situation has consumed 130 hours of officer time and generated hundreds of emails to city officials, highlighting the strain on local resources.

City officials express concern over the continuing financial burden on taxpayers. Despite numerous interventions, the matter remains unresolved, primarily because it falls within civil jurisdiction, not criminal.

The neighbors share a common grievance: dissatisfaction with the police response. However, officers emphasize that they have exhausted their options, having documented the situation extensively with little progress toward resolution.
