In a remarkable display of cartel influence, a recent public event in Michoacan featured a sign thanking a notorious cartel leader, Nemesio Oseguera, for providing holiday gifts for children. Oseguera, better known as “El Mencho,” has a $15 million bounty on his head in the United States.
Police in the region are grappling with intimidation tactics from drug gangs, further complicating their efforts to maintain order.
