BILLINGS, Mont. — A recent incident involving a Billings police officer has underscored the escalating dangers law enforcement officers face on the job. With a marked rise in violent encounters, the Billings Police Department reported handling 825 aggravated assaults in the past year, including 37 directed at officers, reflecting a troubling trend.
This sharp increase in violence is stark, nearly tripling the 13 assaults recorded in 2023, and is significantly higher compared to previous years. In 2022, just nine assaults occurred, while the number stood at 15 in 2021. Lt. Samantha Puckett emphasized the consequences of these encounters, noting that suspects are increasingly injuring officers during apprehensions.
The latest incident unfolded when police responded to a report of a man brandishing a knife and trespassing in a North Broadway parking garage. Officer Hope Reid confronted the suspect, identified as 28-year-old John Smells, and attempted to de-escalate the situation. However, Smells violently assaulted Reid, resulting in severe injuries.
Lt. Puckett clarified that while Smells had a knife on him, he did not use it during the altercation. During the suspect’s arraignment, Yellowstone County Attorney Scott Twito recounted disturbing details captured on surveillance footage. The video depicted Smells pushing Reid down a flight of stairs, rendering her unconscious, before dragging her and violently slamming her forehead onto the concrete. Despite the assault, Reid regained her composure and fought to keep her weapon secure.
As a result of this incident, Smells faces two counts of felony assault on a peace officer and pleaded not guilty. His bond was set at $200,000 by Judge Jeanne Walker, who described the nature of the incident as “atrocious” and deserving of a substantial bond, especially considering the presence of numerous officers in the courtroom.
Reid, a four-year veteran of the Billings Police Department, was treated for her injuries at a local hospital and later released. The increase in violence toward officers has prompted the department to address the issue publicly. In its annual report, Chief Rich St. John remarked on the ongoing challenges facing law enforcement, stating that arrests often encounter resistance, and assaults on officers are simply unacceptable.
In response to these dangers, the police department emphasizes the importance of training. Officers receive regular instruction on various use-of-force techniques and de-escalation tactics to better prepare them for unexpected situations. Lt. Puckett reiterated that the primary goal during confrontations is to defuse tensions verbally whenever possible, working to mitigate risks for both officers and the public.
